so i was doing some more in depth thorough research, so what happened was that management was trying to to do an illegal promo for the stock. apparently they got caught red handed by the sec and part of the plea agreement they voluntarily revoked themselves.
now everything makes more sense. apparently the word around the sec was this was one of the dumbest illegal promos in a while.
