Do you mean delaying the START of arbitration? If one needs more information before starting, that is not necessarily "delaying" on purpose for a nefarious reason. One would generally not start without having all of the information needed to present their case.
That is not what I was talking about, and I believe we are under the impression that arbitration has already started, which I believe would mean that each party has the information needed in order to present their side of the argument to the arbitrator.
