Technically, they're the only ones that can short, IA Brokers being the only broker that I know of that allows shorting by clients, and they have a limited list of shortable stocks, and EVDR isn't on it. Other than possible shorting through offshore accounts, Either the mms' are flippin', loadin', or the company is indeed dilluting, regardless of the float.
