My opinion is that if TECO shows payzones then it will move the GOB process along to wells 4-8 but we won't hear anything about flow rates until no. 8 is complete.  On the other hand didn't someone mention that TECO will be able to announce a well's BPD prior to the qty 8 wells completion?  I was told one of the SJ no. 1 or 2 produced and the other didn't so why haven't we heard about that production though it might be minimal? During the CC they announced that Belize was "exploratory". Question over the last 13 months has been when does Belize become "producing" vs "exploratory" and what will define "commercial find"  in the eyes of the GOB?
