I get what you're saying, but no one thought the hold would still be on us at this point, is my understanding. Look, we're in a major drought in California and the governor can enact certain things to try to help conserve water, but no matter what he CANNOT make it rain.
Cyrus can plan all he wants for if/when the holds are lifted, but he cannot get them lifted himself. Correct?
