My take. One of these MM's is having problems keeping up. You can tell by the EOD prints today. I'm betting the big blocks EOD are the exact same situation as happened today. Therre is a specific way MMs are required to enter trades that are not submited on time. Kinda like putiing a * next to it saying oh yeah this was done we just fucked up sorry but the trade happened. But it just gets put in around the time the trade should have taken place. I am betting whatever MM is responsible has made it so ARCA had to be called in to help out. Which leads me to believe that in order for Arca to fulfill MM duties they needed sharres cheaper than the current PPS to not lose their asses. So pps was walked down caused some panick stricken ppl to jump ship and some over zealous shorts to try to attack. And I am guessing when the news hits and the PPS flies the shorts and the ppl who bailed will be pissed and ARCA will handle the volume just fine. And crap I can't believe I didn't think of that before.
