While I liked your post, I will contradict myself here:
He can, and should, be judged well before that. He will be judged with whether or not he can get the FDA hold lifted within those 6 months, hopefully sooner.
If he can't, as the presumptive captain of this ship, his job will not be secure.
Part of his mission statement at this point is obvious, it is to have the FDA hold removed.
