The SEC oversees all securities markets plus many other aspects of private investment. Scams are all too common in the OTC, and in real terms, the money involved is generally small in comparison to the larger markets.
UNVC is small fry - it will take multiple people lodging complaints for the SEC to even consider looking into it, let alone launching any kind of investigation.
