The FDA is an agnostic 3rd party that doesn't back-channel in that way. I mean, if we want to talk conspiracy theories, sure, have at it.
But seriously, with all due respect, they have more important things to do than be signing dozens if not hundreds of NDAs all the time for companies that want to sit on their decisions.
