I think if there really was a partner, they'd know the FDA hold is not a big deal because it will be lifted soon (unless they have inside info leading them to believe it will not be) and they'd make an offer. What I am saying is, I don't think there's any partner in the wings at the moment.

Don't get me wrong, I am NOT saying the FDA hold is a big deal as it will be lifted at some point, but it's like trading for a player who is going to miss a week on the injured list, but you know he'll carry you to the playoffs when he gets back, which will be soon.
