They've (them Dims in congress) been trying to get that $80 billion for the IRS for years. Looks like they now have it within range.
I don't think the IRS needs any more dough. They suck azz as it is, and, considering the illegitimacy of the current federal government, I believe the $80 billion is all grift, directed at congress with 10% for the Big Guy.
The US government is your basic institution for the criminally insane, running the asylum. $80 billion. I suppose they'll just audit everybody, automatically, except people earning more than $100 million a year.
