That's not a paper, unless there is a link that proves that it is.
Don't believe everything you read. Anyone can write something up and sound scientific, and it can be utter BS.
If it's real, put a link.
If it's something someone writes up as a "what if" position paper, then they should say so.
If there's no link and no claim of authorship, then it is very suspect.
