Think of the 350 Million additional as that ...ADDITIONAL... A war chest that MAY be used...bullets that may be fired...or may rest as a warning (Big Stick). Many companies borrowed money to have it when they NEED it. I see the extra shares as insurance in the event...of???...kinda like the gun theory promulgated by the NRA...better to have it when you need it...then need it ...and not have it.
