Authorizing new shares is not ideal but it is necessary. A partnership may develop but the number of shares say that one is not in place now. Without more authorized shares or a delay there is no progression forward.
Some say it's not enough for a major trial. Even at current share price and current burn rate it is more than enough. Some say it's too much. Is it better to stall out after starting a trial? If they can progress the BLA forward and get approval the selling of new shares will curtail.
The difference between now and before is the new management. They are focused on getting to approval and have the personnel in place to properly guide it. Remember the new President/CEO serves at the behest of the Board of Directors. Under Tanya he won't be allowed to step out of line and be extravagant.
