Two European big pharmas were caught doing exactly that -- whacking down small companies so that they could buy them cheap.
EDIT: I have personally witnessed a huge takedown of ONTY, using lies that the SEC refused to investigate. It was then forced to sell itself to a Big Pharma for much, much less than it was worth.
