but I believe they are seeking an outright TOTAL cure
The study as outlined will not provide a cure. It will provide the same benefit as 700mg subcutaneously. It looks to be designed as proof of concept for their AAV vector technology.

They also say a functional cure is devoid of CCR5
A functional cure is not the same as a cure. In a functional cure the virus still exists in the body and can relapse into full blown HIV.

It is because they want what you have said PLUS they want to eradicate the reservoir which our current solution does not do.
That says nothing about eliminating the reservoir and simple CCR5 blockade will not do so with one possible exception. 3 years ago when I was first looking at leronlimab and HIV I proposed that with a 44 month half life for reservoir monocytes that over an extended period of time (15+ years) and with 100% RO for the entire time that it may be possible to effectuate a cure.
It is why I wanted to know what the level of viral load was over time. That was never released. We do know that the lowest viral load achieved was 1/2 copy per milliliter. If a pattern exists that trended towards a continuing drop in viral load then it bolsters my theory.
