If you go on Nevada SOS you will see the update. You don't even need to download the document.
I doubt they're so dumb they think they can sell 25 billion shares so it's not necessarily dilutive but we won't know what it's for until the company has an update.
Obviously not the news anyone wants to see, but they have had lots of opportunities to do a RS and haven't so at least there's that.
Been finding lots of corporate activity from them lately so I am waiting for them to start using this shell and see what they're going to do with it.
