Increasing the A/S isn't the issue relating to a potential reverse - the A/S will remain at 1b shares and will not be subject to a reverse while the outstanding shares, those currently owned by shareholders, will be applicable to a reverse should one be issued.
Maybe a more pertinent question would be why not apply the reverse on all shares, just not those owned by shareholders. Think about it, the A/S remains at 1b shares while a 1,000 reverse would reduce the outstanding shares ( current shareholders) from 975m to 975k shares. Or better yet, why not just increased the A/S from 1b to 2b.
My opinions.
