In the conference call TECO management via Lee S. stated "we can't control the PPS".  That is such a crock of chit.  We understand the PPS is controlled by the market but "performance" and a companies credibility controls the market and instills confidence and thus the confidence and performance  brings in stock buyers and the PPS goes up.
