The issue isn't one of increasing the A/S, the question is why aren't they applying a potential reverse split to the authorized shares. Looks to me like the authorized shares will remain at 1billion shares while the outstanding shares will be reversed should one be approved.
"PLEASE NOTE THAT THE REVERSE STOCK SPLIT WILL NOT HAVE ANY EFFECT ON THE NUMBER OF AUTHORIZED SHARES."

If the main reason for a potential split is to increase the PPS for listing, why not apply any reverse to the authorized as well.
