My hunch on what it is actually saying was:

In 2022, Chairman Liu, in his third annual online meeting (held using tencent conference group technology), spoke to 1,600 new farmers and told them the latest information.

Again, that's my conjecture on what that paragraph is saying--translators are so tricky. and also, again, don't have a good read on the reliability of the source of the website. that said, a lot of those nine bullet points are quite specific. they are not random vague tidbits.
