A share buy back would further dilute current shareholders if it was to take place prior to a reverse.
Remember, the authorized shares are not subject to a reverse, only the outstanding. The effect of a share buy back pre split would take outstanding shares and convert them to authorized - bad for current holders. Common for companies to stipulate in a reverse filing that they will not buy back shares in the open market pre split.
