Hey dimwit - try to get the facts straight.
Abbott ordered the mechanical inspection of EVERY COMMERCIAL TRUCK crossing the border. Normally only suspect trucks are sent to a 2nd inspection.
They did not investigate products carried by the truckers.
It is the job of the US Customs to investigate cargo.
