Rusty...I believe that could be false as I always help several family members with voting if they have a question and my fingerprints could be inside and no doubt on the outside of the mailing envelope, My prints would be on 2 others envelopes besides mine and I personally walk into the County district office and place them into the the security box, an officer is always standing next to that drop box.
