That does not mean there was no basis to the complaint.  That is absurd.  It just means a settlement was reached. Shareholders can draw their own conclusions about the nature of the allegations and the seriousness of the penalties.

It is a "We're not admitting or denying anything, but we promise not to do it in the future. Thank you for negotiating this deal rather than taking us to trial." statement.

It is what it is.
