Here is how I see them as being related.
Country 1 is doing trials with leronlimab.
Country 2 is doing trials with leronlimab.
In country 1, a big safety issue arises and the company itself, "out of an abundance of caution", not government action, puts its trial on hold until they figure out if the issue had to do with leronlimab or not even though they are pretty sure it had nothing to do with leronlimab.
The government agency in country 2 says "Uh oh, that didn't look good. Now that we are aware of a potential problem, we need to put an official hold on the trial in country 2 until we see WTF happened in country 1."
