Josey You are correct. The original was date Feb 28th, and it mentioned, best that I can recall without going back and looking for it, something about the locations of the wells and GPS coordinates. It did not mention anything about enforcement issues like the letter posted today dated Mar 1st. Unless something else came up, it originally appeared that it were just a typo.
