What about when a poster refers to him as "sand man Nodder". Is that racist?

That's only a small portion of the BS that we have to tolerate. If you think it's all a misunderstanding and only had to do with his inability to communicate, then you may be part of the problem. Or perhaps you're fortunate to not be a mod and didn't have to see the posts that we see before we remove them.
