So this is the ongoing problem. He sets deadlines and NEVER, and I do mean NEVER, reaches them!!! He just staed that "by Wednesday" I will address the two ongoing concerns as well as SHs meeting. Well its Wednesday and nothing.

Seriously wtf is wrong.with him?!?!? Stop setting deadlines you have no intention of meeting!!

THEN maybe you will have trust by SHs again!!
