Dr Dalton doesn’t need to be SEC registered to get approval for private companies to merge into UNVC Inc (conglomerate) he has to be SEC registered to go Nasdaq.. private companies have to be audited though
Dalton could announce launch of private companies into UNVC with PR of new beginnings and then mention that NASDAQ is in the process whichever month he started..
