Interesting thought, but the letter and refusal to accept application would (and did) create a really long delay in the filing process. I'm sure NP wasn't getting any answers, but I don't think he knew how woefully incomplete, incompetent, sloppy and disfigured the application materials were.

I don't know what kind of access NP had, but my guess is that his friendship with and trust in Kazempour, a countryman, impeded his vision. In theory Kazempour was the seasoned veteran, NP the tyro, so NP might have assumed KK knew what he was doing.

But did KK know what he was doing? I'm guessing he did. Unfortunately.
