Joe's comments similar to "I'm not going to jail" have been often quoted and alluded to here.
Having spoken to Joe personally a couple of times when he has made similar comments, let me provide some context based on the conversation around this topic.
Joe is not saying that he is concerned that he is going to jail or has done anything that merits prosecution.
Rather, his intended meaning when he says this is that he is and has been abundantly cautious with everything he does and says so that he doesn't get himself into such a situation. This phrase is often used in conjunction with Joe's refusal to comment on something or clarify/confirm information.
I believe this to be part of the reason Joe went fully silent. Someone (presumably the SEC, also from conversations with Joe) told Joe that he needed to stop communicating, so he did... because he "is not going to jail", meaning he's not going to put himself in a position where that might be possible.
