I think the money from Pharma that the FDA gets from IND submissions has little effect. If drug companies want to try for an approval in the U.S. the FDA will continue to get that whether an approval is forthcoming or not. The real problem lies in FDA employees approving drugs on the future assumption of employment or other benefits from the Pharmas.
