Question on announcement/PR: When does a publicly traded company have to announce something like a signed partnership deal? Must every material event be revealed within 4 business days, or is it just material events with a negative SP consequence?

I have no idea if any partnership for is being discussed, I am just curious about the rule and if/how it applies.
