Shit happens
I ran Radiology Department at Army Hospital. Keep budget tight and on target.
Then end of the year they gave me 50-100k and tell me to spend it in 30 days or funding will be lost ... several times
Congress approves it you can't turn it down ...
So what is you point ...red state not as good a blue states...for BS money.
Better spent on bridge to No where ?
