All DOJ investigations into shorting will probably fade into the night.
These hedge funds are too big, too much money involved, the spider-web-like connections to big pharma and to congress and political big guys is just too big. They are making gestures presently, but I'd say long term, no change. The illegal type shorting by hedge funds (to intentionally "Cause" share price drops) will probably curtail for a very short time, that's it. I do hope for more. The SEC director has previously spoken, saying this type of shorting is very difficult to prove and takes years to prosecute (to stop).
