Agree with your read on this. Although I am reluctant to apply logic in anything to do with this stock, it would seem that any bad or unfavorable news would need to be disclosed within the stated timeline. Likewise, news favorable to the share price would need to be disclosed.

However, IF there are negotiations in progress and no final decision reached, it would not be "good or bad news", but a great development for shareholders. Does that sound about right?
