Have you heard of something called NDA (non disclosure agreement)?
It is one thing that he may not be able to publicly speak about/announce the current situation within the company, but he sure can talk about it with (potential) cooperation partners (especially under an NDA).
So it does not necessarily has something to do with selectively letting some people know what is going on and other not, it just makes a significant difference if you are talking business with a (potential) partner under an NDA, or publicly announce something. And I am sure that it is not a question of money that prevents them from updating us shareholders on what has been going on in the last 6+ months or publishing the Ks and Qs.
