That makes total sense. The person in charge of the agency that has been throwing roadblocks in front of therapeutics from small companies (not just CYDY) -- why, how could she POSSIBLY have the power to change that?
My goodness. Those low-level functionaries have MUCH more power than the head of the agency. It certainly is SO complicated for the head of an agency to issue an order and have it implemented.
EDIT: Sorry, I forgot that almost everyone has Craig on Ignore. He thinks that Woodcock doesn't have the power to lead the organization that she heads. hahahahahahahaha
