There is no overarching conspiracy of BP against Cytodyn. With Amarex it's gross incompetence. They had no one on staff that had any deep understanding on how to do a BLA properly and were unwilling to hire a few experts to guide them. Since Amarex was accountable to NSF after October 2019 NSF may have put the pressure on to increase profitability.
With the FDA it's not the entire FDA it would be individuals within the FDA making decisions. Not necessarily on an complicit quid pro quo basis but an implicit understanding that helping out BP can land you a cushy job later.
