The whole problem with UNVC keeps coming back to nothing is ever clearly communicated. The possible interpretations can be anything.
A while back, when my attitude was more positive, I convinced myself that these delays gave us common folks more chances to invest (which I did). Now, in my current pissy attitude, I can easily relate to that interpretation.
