This post is speculation FWIW. I would differentiate between a testing company marketing QMCH and a government adopting QMCH. The company's goal is to sell tests and analytics to track patients help that goal.

Governments have shown they're interested in the monolithic control of everyone's data that IBM, Google, Microsoft and Apple can do. Jay Williams spoke about maintaining patient confidentiality many times.

.QMCH was presumably adapted to clinical testing uses that might be attractive to a pharma or biotech company.

So, that QMC stopped marketing QMCH is not a surprise, it has been adapted or repurposed. It could be used in support of anticounterfeiting devices quite well.
