In a Mini Ice age like from 1450 -1850 ... everything above the 49th parallel was a Ice Box ...That would go through all of Canada, most of Europe and almost all of Russia. With a 15% tilt of the earth at present toward Russia. It actually might leave most of Russia and China in the Ice Box...There would be migration to the middle east and Europe or death.
So that leaves room for your 10 nation coalition of the old Roman Empire.
