Could be, also they may feel like Brazil will be less stringent on promising results, where as you point out in earlier posts smaller trial sizes seem to make the US FDA unhappy (HGen can't get a reprieve even after hitting an endpoint), but maybe Brazils FDA may accept promising results for EUA.
