Doc, that's easy and the answer is in your question. "It's cheaper"...cheaper than what, you may ask? Big Pharmas' solutions.
Do you think BP (which has HUGE influence on the FDA) is going to allow the FDA to "support" a cheaper solution, particularly one that is more effective, without major feet dragging? I don't - but then, every day I grow older, I become more skeptical of the ways and means of government.
Seems to me that China and Malaysia was impressed enough with the solution that they actually put up money. If the FDA doesn't participate after seeing the same information, it seems to me that there is background influence, which I believe is the billions of dollars BP stands to make from their vaccine and annual booster vaccine plan. Remember Gillette - give the razors away for free, but charge outrageous amounts for the razor blades.
