I agree that vaccine cards are difficult to enforce and business doesn't want to turn away business by enforcing laws or mandates.
Not been said, but Pasaca had QMCH adapted to it's business functions, and if so, it would work well tracking vials of vaccines, and in tracking clinical patient testing of new vaccines and other pharmaceuticals.
