Id bet Biden didn't write that. I read that letter as, Dalton wrote the president/administration to express his concerns along with solutions. "Biden's" reply was a generic response to what they have already said and we will take your suggestions and concerns in account.

Its basically acknowledging the outreach from Doc. Didn't seem like they set up a meeting or request any further information from Doc.

I mean I don't have a letter from the President/Administration to hang on the wall, so kudos to Doc for getting a reply.
