That's how the spread of disease works. It spreads from person to person, so if you have 25 people infected in February, they're not going to infect millions of people by March. It's a slow but exponential growth. More people are infected now because time has allowed more people to get infected, and in turn infect others.
Most of the new infections are in people who are not vaccinated. So how are vaccines supposed to protect them from infection, if they won't take them?
Also, WHO keeps blaming rich countries for the South Africa variant. Guess what? There are enough doses in South Africa to inoculate the entire population -- but the rate of vaccine refusal there is very high. It is NOT the fault of rich countries that they were not vaccinated.
