In my opinion..... 10ks not filled.... The Reason why they don't have money to do it.
If Joe is specifically saying the term Quite period then it is related to an IPO.
If there is an investigation then it is Joe decision to inform the public about the details or not.... But on the other hand they might not have the money to do it.
