It's absolutely controllable.. three countries have demonstrated that, several times. The rest of the world is incapable.. not everyone is intelligent enough and disciplined enough to do what's necessary, so all of humanity save the ones with their shit together suffer the consequences. Kind of the way it should be, I guess.
